Article 1: These By-Laws complement the Statutes of the Association called CAMP BOIRO INTERNATIONAL MEMORIAL, hereafter CBIM. They define and specify the organization and functions of the Association. They apply to all members of the Association.
Article 2: The goals and objectives of CBIM are those stipulated by its STATUTES.
Title II. Membership
Article 3: In addition to the provisions stipulated in Article 1 of the STATUTES, any individual person or legal entity may become member of CBIM. Enrollment is registered with the Executive Office, or the local antennas and affiliated organizations.
Article 4: Active membership is based upon the purchase of the member card, which bears the CBIM logo, and is distributed at the above locations.
Article 5 : The price of the card is established at Thirty-Five Dollars ($35.00). It is valid for one year.
Title III. Resources
Article 6: CBIM shall acquire material goods (land property, buildings, furniture, transportation, technical equipment, etc.), financial resources (dues, gifts, inheritance, etc.), and immaterial (electronic assets and the intellectual property).
Article 7: The General Assembly is the highest body of the Association. It deliberates and decides on philosophy and policies. It adopts programs and guidelines, and charts the course of action for the operations, growth and expansion of CBIM.
Article 8: The management of the resources of the Association is the responsibility of the Executive Office under the oversight of the Advisory Board.
Article 9: The handling the Association's finances and other resources must compliant with the provisions of Articles 16 and 23 of the Statutes. The Executive Director and the Accountant of the Association signed the checks and other financial transactions (withdrawals, deposits).
Article 10: The Executive Director shall keep originals of bills and receipts of expenses and other accounting documents for a period of five (5) years before they can be filed into the archives of the Association.
Article 11: The Executive Director shall submit to financial audits carried out by a Certified Public Accountant.
Article 12: The audit of the resources and assets must precede the annual session of the General Assembly. The results of that expertise are included in the report of the Executive Director to the General Assembly.
Title IV. The General Assembly
Article 13: The General Assembly elects a Secretariat of the Session, which shall be composed of is elected for the duration of the Assembly. Its composition is stipulated in Article 10 of the Statutes. The Secretariat handles the various activities of the General Assembly in accordance with the Statutes and By-Laws of the Association.
TITLE V The Advisory Board
Article 14: The Advisory Board convenes the General Assembly and proposes the agenda of the meeting.
Article 15: The functions of the Chairman of the Advisory Board are as follows: - To chair the meetings of the Advisory Board - To submit the general report of the Association to the General Assembly - TO represent the Association in meetings and social functions - To hold the Office of Executive Director
Title VI The Executive Director
Article 16: The Executive Director is a volunteer professional. He/she is responsible for the activities of the Association.
Article 17: A part-time/temporary professional and support staff assists the Executive Director, on a volunteer or paid basis.
Article 18: The Staff of the Executive Office depends on the authority of, and reports to the Executive Director.
Article 19: Expenses incurred by the Executive Director and the Professional Staff in their respective capacities, are covered by the Budget of the Association.
Article 20: The responsibilities of the Executive Director are as follows:
TITRE VII The Executive Sections
Article 21: Responsibilities of the Executive Sections Volunteer or paid managers head the executive sections of the Executive Office. They report to the Executive Director, and they perform their duties in their respective area of expertise as follows:
Article 22: The Support Staff The Support Staff includes a volunteer or paid personnel, who shall uphold the Statutes and the By-Laws and work with the managers. The Support Staff shall be punctual and they must to perform duties and tasks as assigned.
Title VIII. Local Antennas
Article 23: The Role of Local Antennas. They shall be active in the collection of data and testimonies from Camp Boiro survivors and from families of executed prisoners. The Antennas conduct membership drives. They shall hold information and educational seminars. Two delegates shall represent an Antenna at the General Assembly of CBIM.
Title IX. Discipline
Article 24: All CBIM members shall abide by the dispositions of the STATUTES and BY-LAWS and work in earnest toward the fulfillment of the program of the Association.
Article 25: The following acts or attitudes are deemed detrimental to the Association:
Article 26: Penalties and sanctions The scale of penalties and sanctions for the above acts, is as follows:
Article 27: A sanction shall be decided only after an in-depth investigation. The General Assembly has the sole power to expel a member.
Article 28: Only a 2/3 majority of a meeting may decide a sanction against a member, who must be present.
Article 29: When a sanctioned member is not convinced of the validity or fairness of the decision affecting him/her, they may challenge that decision before the General Assembly.
Article 31: An extended absence of more than two weeks without permission or a written justification by a paid staff member will be considered a resignation.
Article 32: Upon resignation or exclusion, a member must return any Association's property in their possession or face a legal action.
Article 33: The General Assembly and the Executive Director Disciplinary decided the sanctions against members.
